Suppose you are in an unloading zone which says no parking. This means stopping and standing for the purposes of unloading is allowed. A typical example is at an airport. You stop the car and get the luggage out of the trunk. If you turn off the engine, you are parking, and can get hit with a ticket. (I know someone to whom this happened.) Consequently, you must leave the engine running while standing behind the car.
