I don't know how the (probably immoral) habit of snipping a shirttail
on first solo came from, but the tradition in the USAF is to throw
the miscreant into a convienient pool.  Back in my CAP cadet days,
a bucket of water acted as an allowable substitute.  Besides, military
pilots wear flight suits---- ever try to snip the shirttail of a 
flight suit?????
