One thing that I find incredibly annoying both as a cyclist, a tax-payer, and
yes, even a motorist, is the amount of damage done to the roads by people
doing construction work on nearby property or on the roads themselves.  These
people generally tear the hell out of the roads and do a pretty poor job of
restoring them afterward.  Most road repair work that doesn't involve 
completely resurfacing the road is pretty shoddy, too.  I've seen plenty of
potholes that were worse *after* they were "fixed".  I don't know, I might
be different than everyone else, in that I like to do my job well; I don't
see much of that in road workers.  Maybe none of them are cyclists!
