Are heroes like Spiderman, the Hulk, or the FF supposed to have undergone
a genetic change (mutation) as a result of exposure to radiation.  If so,
they are almost mutants and Forge's gun might be effective against them. 
However, Dr. Strange's power is his knowledge.  The gun could hardly be
expected to be effective against him.
