NOT so for apartment owners & managers. Rental property is owned and operated by people who may have no training or special knowlage of how to run such a business. Apartment management keeps PASS-KEYS for all of the apartments, but they are not even required to be bonded. { !!! } In San Mateo , we have a high percentage of elderly, retired people who live on fixed incomes and the expence of moveing from one apt. to another is prohibitive , so even if the rent is high and the management is incompetent they stay in the same apt. In 1934 the F.C.C. decided that broadcast stations ( radio , T.V. ) shall operate IN THE PUBLIC INTERST. I agree with the doctrine of IN THE PUBLIC INTERST, and this doctrine should apply to rental housing also. Housing is a nessisity and therfore should not be regulated by " charge all that the market will bear and give the minimum ( product/service ) that you can get away with ". -------------------------------------------------------------------------------- Points to ponder: 1. Bill of Rights ... to be secure in ones own home 2. F.C.C. doctrine, Commercial Broadcast stations must operate in the public intrest. 3. Housing is a nessesity ... 4. Nothing about capitalism is sacred !!! 5. The management of rental housing keeps the passkeys for all of the apartments, and yet is not required to know about the law concerning rental property. Managers are not required to even be competent... No standard has been set for people in such a position of responsiblity. -------------------------------------------------------------------------------- I belive that the rent charged for any apartment should be coupled to the assesed value of the realestate. A problem with the present system of rental property management is that the profit motive encourages land owners to cut corners on maintenance.
