Some control over landlords is certainly necessary, and licencing with
landlords reqired to pass a short quiz indicating knowledge of the
basic rules involved (coupled with hefty fines for breaking these
rules) is an excellent idea.  (only fascist pig-dogs would disagree
with this statement).  But be careful, the pendulum can swing to
far the other way.  Here in Ontario we have something called the
Landlord-Tenant Act.  It is based on the premise that Tenant=angel,
Landlord=scum of the earth, fascist pig-dog, satan incarnate ...
(think of the least complimentary description that you read in net.flame
and you'll get the idea).  There is currently a major shortage of
appartments in Toronto (That's a city in Ontario for all you graduates
of the american educational abortion).  Probably due to all those
fascist pig-dog developers converting money losing, imposible to 
manage appartment buildings to other uses.  But don't worry, the
incredibly wise, good, kind (gee wizz Wally aren't we lucky to have
such people looking after us) government is considering legislation
to stop this. SUPPORT THE JUST STRUGGLE OF THE OPPRESSED PEOPLE
AGAINST THE REACTIONARY EFFORTS OF THE BOURGUOSIE TO EXPLOIT THEM!!
