If the bug still exists, then people definitely SHOULD NOT be including
those silly extra lines.  Maybe if people keep getting messages with
missing lines there will be some incentive for people to fix their
damn code!  Including extra lines just makes it easier to ignore
the problem and treat it as some kind of joke.  Whichever sites
are causing the problems should either fix their code or stop
forwarding netnews.
