It's not a matter of whether it's "alright" for a person to do this or that. If a person is being punished for something, it's only fair that he be informed of the reason for the punishment. It *does* seem, from what I've seen and heard (which is, admittedly, not the entire story), that the charges against Tim were never explicitly stated, and that new charges kept materializing as Tim refuted old ones.
