Your statement is correct: Dragons can flame you even when you're standing
on a Scare Monster. But consider this situation:

                       @######

By dropping the Scare Monster scroll in a judicious spot, you can fight
the dragon for a while, retire and re-charge, and repeat this until you
kill him. Scare Monster might not protect you completely from the Dragons,
but with tactics like this, it's still potent magic!
