From the looks of the weapon rank columns, I would guess that the first column is the amount of damage done when the weapon is thrown, and the second column is the amount of damage done when the weapon is wielded. It doesn't make any sense to say that a weapon has a certain number of dice (e.g. 1D4) "to hit". Hit probability is probably determined by such factors as magical enchantment of weapon, character level, character strength (maybe), and armor class of the monster.
