to all radio amateurs  bt

a third  party  agreement  was  signed  on  may  23  permitting
amateurs  of  the  united  states  and of belize, prefix v3, to
exchange messages on behalf of persons other than the  amateurs
involved.  while the text has not yet reached hq, the agreement
is believed to contain the usual restrictions against  business
traffic  and against messages sufficiently important to justify
using the  common  carrier  networks.   the  agreement  becomes
effective june 22  ar
