If you check the back of the title page on many books (one of my hobbies), you'll find a statement that copying excerpts for the purpose of reviewing the book is allowed--the New York Times Book Review does it all the time, and no one gets bent out of shape. I agree that posting the entirety of some work to the net without permission (say, a song, poem, or short story) is a flagrant violation and should be discouraged, at least. Posting three excerpts from a much longer work to let people know 1) the work exists, and 2) what it's like is an entirely different matter.
