To my knowledge PFORT is not public domain but is free.  In addition to
verifying whether a program conforms to a fairly minimal FORTRAN IV
(no END= on READs, for example), it also checks for type compatibility
in parameters and a few other things like that.

Not perfect, but quite useful.  Incredibly, it is written in vanilla FORTRAN!
