Images which cannot be desccribed digitally must be "rasterized" to convert the images into digital form. With any kind of magnetic storage, the cost is prohibitive for most applications. With optical media, cost can be reduced by as much as 10:1 over removable magnetic media. Most graphics meant for distribution, such as pictures, maps, diagrams, would not need to be changed on the distribution media, so the write-once nature of optical media is not an issue.
