I'm in the process of ordering/receiving a 68000 system
which will come with CP/M-68k. As part of the software package
I'll be getting a C compiler, an editor, assembler, linker,
and some utilities; I was told by those "in the know" around
here that the compiler et al is part and parcel of the CP/M-68k
operating system. So check with the vendor of your 68008 system
and see if that's the case there as well...
