It has been noted by some people that the 65C02 has problems working in the Apple II+. Bill O'Ryan (local to Madison,WI) noticed, for example, that a BNE across a page boundard on his GTE chip would branch 1 byte too short. He figured that the data was not coming in from RAM fast enough so he implemented the following change which seemed to fix his problem. Replace the two chips (74LS257's) at locations B6 & B7 with the faster 74F257's. This is all I know about it. If you have problems with the 65C02 you might try it out. Let me know if it corrects your problems.
