Actually, the Monkees were way ahead of their time - in a sense, they were the forerunners of the "manufactured rock group" of today. You go out on the street and find the first four (or so) young people who might look good in a rock band. Everything from there on in is artificial - let the image- makers do hair, costumes, etc. Have someone find a gimmick - the more ludicrous, the better. Get flashy looking instruments and LOTS of amps and speakers. Hire a primo agency to book a tour and advertise an album. Huh? Music?
