  One thing you can do with loose dogs (whoo presumably have a home):
catch them and attach a note to the collar saying somthing like "please 
dont let me run loose anymore because the next time I do, I'll get
sent to the pound.Thanks, yor pet."
I've tried this a couple of times, and the irresponsible owner usually
cathes on that his or her loose pet is not welcome.
