A question to get things rolling:

	If a law is habitually disobeyed by a large fraction of those to whom
it applies and who are aware of it, should said law be retained?  I have in
mind such examples as Prohibition and the 55 MPH speed limit, both stunning
chapters in the history of legislation.
	Now back to my Space-Shuttle-tile shielded bunker...
