They are more or less.  It seems more likely that the Romulans are buying
equipment from the Klingon's.  (In fact _The Making of Star Trek_ says
that they do). I think that they were using Klingon ships in _The Enterprise
Incident_.  However, the Romulans were the only ones to paint anything on
the hulls of their ships (other than ID markings).
