We have been trying to get the definitive answer to this, and there seems to be some disagreement involved. Rasilon (sic?) is accepted as "The Father of all Timelords", but I seem to recall something about Omega ( first appeared in "The Three Doctors", later appeared in "The Arc of Infinity" ) being the first Timelord. My memory of "The Three Doctors" is fuzzy, but didn't it go something like this: Omega of Gallifrey, in some way had gone through a black hole. His sacrifice allowed the people of Gallifrey to control the energy of it giving them their power ( The Eye of Harmony? ). Everyone assumed Omega had perished and was considered a hero. In "The Three Doctors", it is discovered that Omega did not perish, but was transported into an "Anti-matter" universe, that he wanted to return to the "real" universe, and that he wasn't a very nice person at all. In "Arc of Infinity", Omega again tries to re-enter the "real" universe ( this time courtesy of a treasonous Timelord on Gallifrey ). Given that type of background, I would think that makes him a strong candidate for the first Timelord.
