The list of Time Lords will also include the Warlord, from the
Troughton serial "The War Games", the last one featuring Troughton.
He was a timelord that had gone "native" and had equipped the locals
with time technology, and is so great an enemy that he forces the
Doctor to call in the Time Lords to help, though it means that the
Doctor, a renegade Time Lord, is captured and sectensed to banishment
on Sol Three.
