It seems to me that Rascillon (I beleive correct sp.)
was the ONE who 'balanced the Eye Of Harmony'.
He used the sash, an artifact of his own creation,
to "put the black hole's energy in a perpetual
equation against the mass of the planet [Galliphre(sp?]"
 
This taken from the episide in which the President
was shot, and the [Tom Baker] doctor blamed.
I beleive that the sash "has the property of keeping
the environment of the wearer in equilibrium..."
 
Also, I seem to recall that the harnessing equiptment
for the Eye Of Harmony is in the Penoptagon on
Galliphre (Perhaps the hole itself?).

Omega, I beleive , harnessed the energy of
"a rare type ???? star remnant... that is generating the
hyperbolic time contour..." This from 'The Arc Of Infinity'
 
Such things would seem to have quite powerful effects
upon space-time, etc...; as is further demonstrated
by "The Masque Of Mandragala" so called because
of the 'inexplicable helix energy that seems to have
an intelligent entity within it'.
