A false assumption is being made that all women in low paying jobs are
retrainable or would want to be retrained for higher paying jobs.

A low paid clerk might not be intelligent enough to be retrained as a
programmer.  Perhaps she might be retrainable as a truck driver who would
make more money but she might not want that sort of job.

Also many people like jobs where they have no responsibility and do not
have to think.
