He was collecting pledges from people for the following: 1. If you got a ticket for speeding, you would challenge it in the courts. 2. At the time you got your ticket, you would send in $5 to "the campaign". 3. If you won your battle in court, you would receive $25. The idea was to overload the judicial system to the point where the "powers that be" would be forced to take some sort of action. He had the financial numbers all worked out, and was waiting for some large number of pledges before actually putting the thing into motion. He was located in Hawaii for a while, and they stifled things by saying that he was illegally selling securities. I heard about this a couple of years ago.
