I do have permission to copy empire onto a tape; as long as I notify Peter Langston about who is getting what, I can load up as many tapes as I wish. Secondly, although it may be a bit crass to say that "some guy at UCSD did thus-and-so" and not give him a name (implicating everyone at UCSD thereby), I'm sure that David Kovar didn't really intend to do that. I've sent tapes of old empire to several different people; they told me they were sending tapes, I got the tapes, I mounted them, loaded empire onto them, and sent them away.
