	We keep getting messages from other sites (via uucp) sent to psuedo-
alias-user "usenet" asking for our "sys" file.  Will SOMEONE in AUTHORITY on
this network tell me if and where I should make this file available.  I know
we keep it in /usr/lib/news but we restrict uucp access to a few directories.
I am new to uucp and usenet maintenance.  Also, we will be converting to 4.2
soon and will probably upgrade to news version 2.10.1?  Do all of the sites
we feed news to or grab news from have to make the upgrade also?
