If some one that the net respects would mail the person a pre-made message stating what the newsgroup was meant for and that their message should be place in another newsgroup, I think you will see a change to the better. If you can't post to a newsgroup because it isn't on the system then post it to net.misc or something of that sort. People push their chances to the limit and see what happens. If nothing happens then they will continue until someone says stop. Again someone well-known, liked, and who people listen to should be placed in this position.
