'Mirror, Mirror' only proves that vulcan-human halfbreeds can grow beards. The necessary genes could come form the human side only. Considering the bio-engeering necessary to have a vulcan-human halfbreed in the first place is would be possible to select for beards if the parents wished (why Sarek would want Spock to have a beard is beyond me). It is still possible that vulcan don't grow beards. Besides, not having beards doesn't mean there is no facial hair, maybe it is just very fine.
