The reason they didn't use a shuttle in "Doomsday Machine" is obvious.

The flying space fece (oops, sorry, planet-wrecker) was drawing the
Constellation in via a tractor beam.  If the Constellation's engines
couldn't get it out, then how are the much weaker engines of the
shuttle going to do the job?

Sheesh!
