Besides referring to a number of people (like in the Chicago 7) it referred to the number on the side of Galileo, NCC-1701/7 (as has already been noted). The 7 here means the seventh shuttlecraft currently assigned to the Enterprise (NCC-1701) or something very much like that. Columbus was to have a different number, but I've forgotten what that was supposed to be.
