I don't feel that raising the drinking age is one of the best solutions, but I can't think of a more effective one. 5) I believe that anyone who does not wear seatbelts is being foolish. Moreover, in most states, driving a car is a priviledge, not a right. This means governments can place "reasonable" restrictions on driving. Because most people refuse to wear seatbelts, new cars are being required to have airbags and other passive restraints. Tim
