A general question about tires....

If a wheel has been balanced and it still shimmies at most speeds (and
wobbles slightly up and down at a crawl and seems out-of-round when spun
up on a jack), does this mean that the tire is out-of-round?  Let us
assume that the wheel bearing and shaft is ok.

I was under the impression that a wheel balancing would solve the woes
of an out of round tire.  Could a belt possibly have snapped? (Rayon/nylon
belted radials, Uniroyal).

I tire of this problem (pun definitely intended).
