The number of lit lights indicates the speed range the truck is travelling at. I don't remember the change points, but it seems that the difference between 2 and 3 was the speed limit on the normal highways. My grandparent's Buick of many years ago had an option that allowed them to set a marker on the speedometer, and any time the speed exceeded that marker, a buzzer would sound.
