Dennis Gibbs suggests that methanol is a cheap ingredient - in a recent
article on NPR (All Things Considered) they said that alcohol was a
rather expensive anti-knock ingredient.   I'm not clear as to whether
we are talking about methanol or ethanol here, but presumably the
manufacturing costs are similar.  (Don't we use methanol to keep the
fuel dry in midwinter?)
