Doom, I think, is the more interesting... there is that tragic aura around him, the idea of a man (like Faust) whose pride has driven him to become a ruthless monster. We know, however, that this person can love (his mother, whats-her-name the gypsy girl, etc.), and that he admires courage and intelligence. I don't know very much about the master, but I doubt he has the former quality (he may have the latter... haven't seen enough DR. WHO to tell). Well, enough of this....
