This recipe is courtesy of Roy Czernikowski who gave it to me years ago.

1 clove crushed garlic
1/2 Tbs chopped chives
1 Tbs tarragon vinegar
1.5 tsp lemon juice
1/4 c sour cream
1/2 c mayonaise

Blend ingredients and let sit in the fridge overnight.  Then enjoy and make
sure you don't eat it by yourself.
