Sloshing fuel does not make a bike oscillate, unless it's a 50cc with
a 12 gal. tank.  You should check torque on the steering head bearings,
and also make sure the triple clamp bolts are tight.  I have a suspicion,
though, that the problem is related to crosswind or road surface/tire
interactions (seriously).  
Failing that, installation of a sidecar may help. :-)
