As of this last fall there was an Emacs for the IBM-PC distributed by
a company called "Mark of the Unicorn".  You'll have to get their address
from Data Sources or another magazine.  I don't know how well it runs or
what the current price is but they did make allowances for Universities
and (I think) other non-profit orgs.
