The latter is true. When a monster is set running, it is told to run and where to run to. In most cases, it is "run at the rogue". However, in the case of the greedy little orcs they might be told to run to a specific pot of gold. Note that this instruction is "run to a specific location", and not "get greedy and run to any pot of gold."
