the fcc released a memorandum opinion  and  order  on  july  20
clarifying some volunteer examiner details, pr docket 83 27.

the fcc says that (it) is inadvisable  to  attempt  to  specify
items  as  a  reimbursable  cost.   if  the  expense relates to
amateur examinations, then it is a reimbursable cost.

in short, fcc  expects  vecs  and  ves  to  use  good  business
judgement,  reminds  the  examiners  that  all expenses must be
necessary and prudent.  details will be in an upcoming issue of
