Comments in the control.c module of the news source explain
this.  The news sys file (available via the sendsys control
message) is considered public information.  After all, it contains
no private information, and it is the only way to make net
maps.  The uuname output (available via the senduuname
control message) may be allowed or disallowed at your
discretion.  To disallow it, just change the code in control.c
that handles that call to do soething else, like mail back
a sorry note.
