Some of the reasons: - Filtering done by the Soviet postal service - Influence of the "public opinion" on political decisionmaking = 0. - Totally warped perception of the possible mechanics of movements like "Letters". In other words: the letter won't get there; if it does the effect will not be what you hope it would; if it is - so what, it does not matter anyway. Probably, a better way to spend the money is to expand the broadcasting of the radio programs to the USSR.
