His impression was that nobody was really in control or knew what was happening for several minutes. They had ground crews stalled half way between safety and the Discovery, not knowing whether to run or go back. The evacuation decision may have been very close, in which case the astronauts take a wire ride into to a little concrete bunker. I would say that the ground crew had need of judicious use of several rolls of toilet paper at about that time...
