I think the original poster misses the point that some sites are
so paranoid that they don't want their dial-in number known to anyone
outside the organization.  There are other ways to make systems
more secure (say, not letting users choose their own passwords, 
implementing dial-back, etc.) but they will still not appease the
hard-core paranoid.
