This is probably due to the fact that men lack uteruses and ovaries, poor fellows, and therefore can waste more internal space on bladders. I doubt that clothing has anything to do with it, as Western men and women often wear the same general types of clothing (tight at the waist), and if the clothing were the key, Eastern women could be shown to need to eliminate LESS often than Eastern men.
