His comment was that it would be so obviously a ploy for votes (he made references to the qualifications of the women being considered) that it would loose more votes in the long run than it gained. I don't have the informational background to support or refute that statement, but it seems to make sense to me. As to Reagan's re-election insuring a conservative Supreme Court, that seems awfully like what I heard about his election four years ago.
