In Colorado, it is strictly illegal to drive (i.e., be moving) with only your parking lights on. Either you're sitting still and you have parking lights on, or you're moving and you need headlights. I can't figure out where people get the idea that it's OK to be going down the road at 40 MPH with PARKING lights--what the hell does the name mean, anyway.
