I'll bet you'll find this practice more prevalent among those who drive cars with hidden or retractable headlights. They want to keep the headlights off (and hidden) for as long as possible to preserve the "streamlined" look, but realize that without some kind of forward light at dusk, their cars are more vulnerable.
