I can make one wild guess as to why some people drive with
parking lights at dusk.  I'll bet you'll find this
practice more prevalent among those who drive cars with
hidden or retractable headlights.
They want to keep the headlights off (and hidden) for as long as possible
to preserve the "streamlined" look, but realize that without
some kind of forward light at dusk, their cars are more vulnerable.
