Surprising, considering the effort the Garden State makes toward safely moving all the traffic that pases through it. New York prohibits the use of parking lights without the regular headlamps except when parked (and maybe standing, but I'm not sure). This whole thing is kind of foolish: If you want others to see YOU it is extremely important that you drive with your low beams on as soon as sunset begins. I have been caught, though, myself, when coming out of one of the tunnels into or out of Manhattan. The rule in those tunnels is ``parking lights only -- parking lights on at all times''. The rule isn't very well followed. Anyhow, it's easy to forget to put the headlamps back on when you are coming out into a very well lit plaza and you have to avooid some imbecile crossing four lanes of traffic at 15 miles an hour.
